Can I change my Lab Template Permission after I have been working with it?

If you created a "Private" Lab Template, for instance, and have been working with it to get it ready for a class, you CAN change it to a different permission type like "Public".  

While looking at the Lab Template details section, in the information block near the top, it has information about the template name, who created it, etc.  There is also a "Lab Template Permission"  area that lists Private Public and Copy as "radio buttons" with one of the options selected.

You can change the selection for the template here (e.g. from Private to Public).
